U.S. Postal Service Rate Increases to Start on July 9, 2023 [May 31, 2023]

The United States Postal Service has received Postal Regulatory Commission (PRC) approval for price changes that will take effect on July 9, 2023. The new rates include a three-cent increase in the price of a First-Class Mail® single piece post card from 48 cents to 51 cents, along with other increases listed below.

Though no price changes are being made for Priority Mail® Express, Priority Mail, or the majority of International Products, updates for shipping services include:

  • The existing First-Class® Package Service category will be replaced by USPS Ground Advantage™ — also incorporating USPS Retail Ground and Parcel Select® Ground.
  • USPS Ground Advantage will feature two-to-five day service standards for packages up to 70 lbs.

U.S. Postal Service Announces New Prices for 2023 [October 7, 2022]: Forever Stamp to Rise Three Cents

The United States Postal Service filed notice with the Postal Regulatory Commission (PRC) of price changes to take effect Jan. 22, 2023. The new rates include a three-cent increase in the price of a First-Class Mail Forever stamp from 60 cents to 63 cents.

If favorably reviewed by the commission, the proposed increases will raise First-Class Mail prices approximately 4.2 percent to offset the rise in inflation. The price changes have been approved by the Governors of the U.S. Postal Service.

The price for 1-ounce metered mail will increase to 60 cents, and the price to send a domestic postcard will increase to 48 cents. A 1-ounce letter mailed to another country would increase to $1.45. There will be no change to the single-piece letter and flat additional-ounce price, which remains at 24 cents. The Postal Service is also seeking price adjustments for Special Services products including Certified Mail, Post Office Box rental fees, money order fees and the cost to purchase insurance when mailing an item.

U.S. Postal Service Approves Temporary Rate Adjustments for 2022 Peak Holiday Season [September 8, 2022]

The Postal Regulatory Commission (PRC) approved a temporary price adjustment for key package products for the 2022 peak holiday season. This temporary rate adjustment is similar to ones in past years that help cover extra handling costs to ensure a successful peak season. The temporary rates will go into effect at 12 a.m. Central on Oct. 2 and remain in place until 12 a.m. Central Jan. 22, 2023. 

The peak-season pricing approved by the PRC affects prices on the following commercial and retail domestic competitive parcels: Priority Mail Express (PME), Priority Mail (PM), First-Class Package Service (FCPS), Parcel Select and USPS Retail Ground.

International products will be unaffected. The approved price changes include:

Priority Mail and Priority Mail Express:

Commercial:
    • $0.75 increase for PM and PME Flat Rate Boxes and Envelopes.
    • $0.25 increase for Zones 1-4, 0-10 lbs.
    • $0.80 increase for Zones 5-9, 0-10 lbs.
    • $0.75 increase for Zones 1-4, 11-25 lbs.
    • $2.80 increase for Zones 5-9, 11-25 lbs.
    • $3.00 increase for Zones 1-4, 26-70 lbs.
    • $6.50 increase for Zones 5-9, 26-70 lbs.
Retail:
      • $0.95 increase for PM and PME Flat Rate Boxes and Envelopes.

U.S. Postal Service Files Price and Classification Changes for Competitive Products and International Special Services [May 6, 2022]

The U.S. Postal Service filed notice with the Postal Regulatory Commission (PRC) today of price and classification changes for Competitive Products, including new prices for certain International Special Services and product enhancements for Priority Mail and Parcel Select. 

The proposed price and classification changes, approved by the Postal Service Governors, would take effect July 10, 2022.  Additional changes extend cubic rates to Priority Commercial Base and introduce cubic rates for Parcel Select Ground packages up to 1 cubic foot. 

Today’s filing also requested product enhancements for Priority Mail Outbound and Priority Mail Returns.  The Postal Service is increasing the included insurance amount to $100 for Priority Mail Outbound from the current amount of $50.  Changes will apply to all Commercial Base, Commercial Plus and Retail customers.  For Priority Mail Return Service, insurance coverage will also increase to $100.

Changes to the prices for International Money Transfer Service (IMTS) and International Insurance were also included in the filing. 

Separate from the filing, the Postal Service is also planning to update the way the distance between origin and destination ZIP Codes is calculated to determine zone assignment. Rather than using the distance between origin and destination plant, the Postal Service will use the distance between 3-digit ZIP Codes to determine zone on July 10, 2022.

Updated Price Files for July 2022 Price Change [April 21, 2022]

On April 6, 2022, the Postal Service announced new prices to take effect July 10, 2022, if favorably reviewed by the Postal Regulatory Commission (PRC).  Errors in the price files were discovered and have been fixed, but the proposed prices have not changed.

U.S. Postal Service Implements New First-Class Package Service Standards and Updates Priority Mail Service Standards [April 18, 2022]

On May 1, the Postal Service is taking additional actions to improve service reliability by announcing the implementation of changes to the First-Class Package Service (FCPS) service standards. This initiative is part of “Delivering for America,” the Postal Service’s 10-year plan to achieve financial sustainability and service excellence. A fact sheet on the proposed changes to service standards for first class packages is available by clicking here.

Modifying these service standards will allow for additional transport time for long-distance package deliveries and increased network efficiencies. 

Sixty-four percent of First-Class Package Service volume will be unaffected by the proposed standard changes. Four percent will be upgraded from a 3-day to 2-day service standard. For the remainder of the volume (32 percent), the service standard will increase by one or two days.

The changes aim to:

  • Improve utilization of surface transportation while reducing air network usage, which is more costly and continues to face reliability issues
  • Contribute to costs savings efforts and improves reliability across all product classes
  • Align with 10-year “Delivering for America” plan’s commitment to service excellence
  • Remove extra day for Priority Mail transported via ground established April 2020 for COVID-19

The Postal Service previously received an advisory opinion from the Postal Regulatory Commission (PRC) regarding these service standard changes. 

Service standards are delivery benchmarks for how long customers can expect the Postal Service to deliver different types of mail from origin to destination — Point A to Point B. Service standards are not the same as the percentage targets or the actual measured service performance.

On April 6, 2022, the U.S. Postal Service requested approval from the Postal Regulatory Commission (PRC) to price changes effective this summer. If approved by the regulator, the new prices would go into effect on July 10, 2022.

Manifest Mailing System Publication 401 Update [March 31, 2022]

The Guide to the Manifest Mailing System, Publication 401 has been updated with the Nonstandard Parcel Sizes coding that takes effect April 3, 2022.

The Postal Service is implementing fees for packages exceeding a non-standard dimension or cubic measurement for retail, commercial, and Negotiated Service Agreement (NSA) competitive domestic packages, including USPS Retail Ground, Retail Ground LOR, Priority Mail, Priority Mail Express, First-Class Packages Retail, Parcel Select, and Parcel Select Lightweight.

Note: Priority Mail Open and Distribute (PMOD), USPS Flat Rate Packaging and Regional Rate Packaging supplied by the Postal Service would be excluded.

The new fees would apply to parcels that require additional handling due to their dimensions and/or cubic measurement. Existing dimensional weight pricing and oversize pricing remain in place where applicable.

The proposal specifies that all parcel dimensions (Length, Width, and Height) must be provided as part of the manifest documentation under the following conditions:

  • When the package length (defined as the longest side) of a package exceeds 22 inches (configurable) and is less than or equal to 30 inches (configurable); OR
  • When the package length exceeds 30 inches (configurable); OR
  • When the package volume exceeds 2 cubic feet (configurable).

Central Area – Kentucky-West Virginia District Mayfield Post Office 42066 - Temporarily Closed [December 13, 2021]

Note:  This alert pertains to the Mayfield Post Office in Mayfield Kentucky which was severely impacted by the series of tornadoes that occurred in mid-December across the Midwest and Atlantic areas. This severe weather system has also impacted other facilities in the Kentucky-West Virginia and Tennessee Districts. The Postal Service is diligently working to restore power in several places and additional alerts will be provided when impacts are identified.

Improvements to Commercial Package Intercept Application [November 1, 2021]

The United States Postal Service released improved features for the Commercial Package Intercept Application. Currently, commercial customers can submit package intercepts in batches of up to 200 intercepts at a time through a file upload process. With the scheduled feature changes, commercial customers will now be able to submit package intercepts in batches of up to 1,000 intercepts at a time utilizing a new and improved Excel Comma-Separated Values (CSV) template.

Commercial customers will also see improvements in the dashboard features and reporting functionality (filtering and exporting). All changes will only apply to the Commercial Package Intercept Application and will not impact the Retail Package Intercept Application found on USPS.com.

Service Performance for First-Class Mail and Periodicals Improves as Peak Season Nears [October 21, 2021]

The U.S. Postal Service reported service delivery performance scores for the first two weeks of the fiscal first quarter started in October showing ongoing improvements across First-Class and Periodical mail categories.

Quarter-to-date service performance scores covering the period Oct. 1 through Oct. 15 included:

  • First-Class Mail: 91.2 percent of First-Class Mail delivered on time against the USPS service standard, an improvement of 3.2 percentage points from the fourth quarter.
  • Marketing Mail: 92.2 percent of Marketing Mail delivered on time against the USPS service standard, a slight decrease of .3 percentage points from the fourth quarter.
  • Periodicals: 84.3 percent of Periodicals delivered on time against the USPS service standard, an improvement of 2.2 percentage points from the fourth quarter.

The reported service performance scores reflect new service standards for First-Class Mail and end-to-end Periodicals that went into effect on Oct. 1. The new service standards are part of the Postal Service’s ongoing efforts to increase delivery reliability for our customers and operating efficiency across our network. Most First-Class Mail (61 percent) and Periodicals (93 percent) will be unaffected by the new service standard changes. Standards for single-piece First-Class Mail traveling within a local area will continue to be two days. The delivery standards for Marketing Mail have not changed.

Implementation of First-Class Mail and Periodicals Service Standard Changes [October 1, 2021]

On October 1, the Postal Service will implement new service standards for First-Class Mail and Periodicals.

Most First-Class Mail and Periodicals will be unaffected by the new service standard changes. Standards for single-piece First-Class Mail traveling within a local area will continue to be two days. Mail traveling the greatest distances will be most affected, with a day or two of transit time added for some First-Class Mail and Periodicals.

Postal Service Announces New Market Dominant Price Adjustment Schedule [September 15, 2021]

To help customers better prepare for a new Market Dominant price adjustment schedule, the Postal Service will not raise prices on Market Dominant products, including Forever stamps, in January 2022. Instead, the next Market Dominant price adjustment is scheduled to happen in July 2022.

Beginning January 2023, Market Dominant price adjustments will occur twice a year, (e.g. January 2023, July 2023, January 2024, July 2024, etc.). Market Dominant products include First-Class Mail (FCM), USPS Marketing Mail, Periodicals, Package Services* and Special Services.

July 2022 rate authority will include ten months of CPI plus retirement, density, and non-compensatory class authorities as determined by the Postal Regulatory Commission (PRC).  The January rate authority will include six months of CPI, plus any unused rate authority.  Subsequent July rate authority will include six months of CPI plus the retirement, density, and non-compensatory class authorities and any remaining unused rate authority.

The Postal Service has submitted an official statement reflecting the above schedule with the PRC. The statement gives estimated filing and implementation dates for future adjustments of each mail class over the next three years.

The Postal Service has some of the lowest letter mail postage rates in the industrialized world and also continues to offer a great value in shipping.

*Package services include Media Mail, Library Mail, and Bound Printed Matter.

The Postal Regulatory Commission (PRC) approved a temporary price adjustment for key package products for the 2021 peak holiday season. This temporary rate adjustment is similar to one in 2020 that anticipated heightened peak-season package and shipping demand, which typically results in extra handling costs.

The approved peak-season pricing will affect prices on commercial and retail domestic competitive parcels – Priority Mail Express (PME), Priority Mail (PM), First-Class Package Service (FCPS), Parcel Select, USPS Retail Ground, and Parcel Return Service. International products would be unaffected. The temporary rates would go into effect at 12:00 a.m., Central Time, on Oct. 3, 2021, and remain in place through Saturday, December 25, 2021. 

This seasonal adjustment will bring prices for the Postal Service’s commercial and retail customers in line with competitive practices. No structural changes are planned as part of this limited pricing initiative.

Delivering for America,” the Postal Service’s 10-year plan for achieving financial sustainability and service excellence, calls for appropriate pricing initiatives. The Postal Service has some of the lowest mail postage rates in the industrialized world and continues to offer great values in shipping. These temporary rates will keep the Postal Service competitive while providing the agency with the revenue to cover extra costs in anticipation of peak-season volume surges similar to levels experienced in 2020. The forecasted additional revenue from the time-limited increase will depend on the volume of packages shipped between Oct. 3 and Dec. 25, 2021 – the period the Postal Service historically considers its holiday peak season.

The approved price changes include:

The Postal Service’s “Delivering for America” 10-year plan aims to reverse a projected $160 billion in losses over the next 10 years. The Plan’s growth and efficiency initiatives will spur cash flow and savings to make $40 billion in capital investments over the next 10 years – including approximately $20 billion towards the Postal Service’s mail and package processing network, facility upgrades and procurement of new processing equipment.

Pending favorable review by the PRC, the temporary rates would go into effect at 12:00 a.m., Central Time, on Oct. 3, 2021, and remain in place until 12:00 a.m., Central Time, Dec. 26, 2021.
